Iberian Rails: Promo Pack

This promo pack adds four character cards to the railway-building game. Dalí reverses the way city and non-city hexes are counted, while Miró upgrades cities with public art. The Farmer develops tracks for non-city hexes, and the Merger Attorney helps prepare for mergers.
