Four major European powers maneuver for influence and military advantage in the decades before World War I. Players manage diplomacy, build armies and navies, invest in technologies and expand colonial holdings to increase power and prestige. Turns feature political and economic decisions, strategic movement and combat resolution as tensions escalate between rivals. Victory comes from achieving superiority through territorial control, military strength and diplomatic leverage.
