A sourcebook for the city of Spire, where revolution brews beneath the rule of the aelfir, rival gods, corrupt authorities, and powerful criminal factions. It explores crime, order, and religion through new abilities, plot hooks, setting details, and fiction. The book adds two playable classes: the divine confidence trickster Gutter Cleric and the necromantic bureaucrat Mortician Executioner. It also includes three ready-to-run scenarios involving feuding holy orders, mysterious librarians, demonic artefacts, noir magic, interdimensional breaches, and avatars of death gods.
