Players are merchants in a fledgling colonial outpost, taking ownership of new lots each round and erecting buildings to develop the settlement. Each building connects to adjacent sites via streets; after construction players move 1–2 workers along those streets to activate up to three buildings, collecting resources or trading resources, money, and victory points for better returns. Some buildings represent a black market: using them requires drawing chips from a bag that can trigger fines and force loss of opium if black chips accumulate. Players balance legal commerce and risky illicit trade to maximize victory points by game end.
