Govern Russia during the reign of Nicholas II and determine whether the empire embraces reform, maintains autocracy, or collapses into revolution. Advise and influence the Tsar while competing factional interests shape the regime. Use historical characters, place them to gain decision-making power, manage shared resources, and respond to card-driven events. Industrialization, corruption, war, oppression, and resistance can lead to historical outcomes or alternate histories. The semi-cooperative multiplayer system also supports solitaire play through automated non-player factions.
