Deep State: Ultimate Deep State Mini-Expansion

A promo mini-expansion that adds Stage V to Projects, providing a new way to achieve victory. Reaching Stage V in any Project can grant an instant victory by neutralizing the Committee and its structures, although each Stage V has demanding requirements. A softer variant instead awards additional Influence without granting instant victory. The expansion includes overlays for the four base-game Projects and six Projects from the Global Conspiracy expansion, and supports 1–5 players.
