Eclipse: Pulsar

Adds two Pulsar sector hexes and one Nova Burst Discovery Tile, introducing new minor action mechanics. Pulsar hexes provide a rotating action space that can be activated once per round instead of taking a normal action. The Nova Burst Tile can be removed before or during a battle to deal 1 damage to every opposing ship, or be retained for 1 victory point at the end of the game.
