Kinfire Council: Winds of Change

Legacy-style progression with permanent rezoning choices that alter the city map over multiple sessions. Players place and manipulate new location tiles and enact re-zoning decrees that change available actions and board geography as the campaign advances. An optional solo or cooperative mode pits players against an escalating Cult deck that introduces threats and events. Players collect and spend new resource tokens (Favor) to gain immediate effects or influence broader political outcomes, while new lighthouse sites and decree cards add tactical and strategic variety. Requires the base game to play.
