Papertown

Shape a growing city according to personal objectives. On each turn, expand the city by placing commercial, residential, and industrial districts, along with lakes, parks, and public buildings. Fulfill the required conditions to build special structures such as resorts, gated communities, and aquariums, then populate the city with Citizens. The first player to place all their Citizens in the city wins.
