Victory at Sea

A two-player strategic wargame covering the Battle of the Atlantic and the wider naval war in the European theater. Players command Allied or Axis fleets, seeking control of important sea areas while managing convoys, ports, repairs, airpower, mines, submarines, surface raiders, and limited intelligence. The Allied fleet must protect vital shipping and contest the Mediterranean, while the smaller Axis forces rely on battleships, U-Boats, raiders, and oilers to wear down their opponent. Nine abstract turns use area movement and individual capital ships, with mechanics for admirals, critical hits, damage control, invasions, and U-Boat technology.
