Hostage Negotiator

Play as a law enforcement negotiator working to secure the release of hostages from a single antagonist. Each turn represents a conversation; players play cards and roll dice to gain conversation points, lower the captor’s threat level, and free hostages. A hand-building system places purchased cards directly into the next hand rather than into a draw deck, enabling immediate tactical choices. Multiple victory paths exist: de-escalate the situation to prompt surrender, stall until a tactical team can act, or focus on freeing as many hostages as possible while managing mounting risks.
