A bustling district surrounds the citadel’s customs complex, where caravans and independent traders bring goods through the gates. High walls separate the customs grounds from the rest of the city, while inspectors examine every crate entering the citadel. Smuggling continues through the underground dungeon, beyond the reach of the customs authorities.
