Small City: Character Meeple Expansion 1 – The Political Activist

This expansion adds a Political Activist character meeple with its own rules sheet, along with two official variants. In the Peaceful Mayor variant, the mayor collects votes instead of blocking a building. In the Parks variant, parks can be upgraded, while level 2 and level 3 parks can no longer be built. A numbered and designer-signed standardization chart explains the relationships between tiles, money, vote points, pollution, and mini-meeples.
