Players represent European Union delegates traveling between countries in postwar Europe. They work to bring countries into the Union by matching each nation's resistance threshold with the number of delegates present, then reaching agreement on its admission. As the game progresses, countries face increasing risks of armed conflict. Players must cooperate to prevent these crises while maintaining their standing.
