Quorum

Lead a group of potential citizens from the wilderness and develop a functioning nation. Choose a form of government, build a deck, and decide where citizens live and work as the society takes shape. Players take turns claiming territory by playing cards, then use the resources from those lands to construct improvements. The game ends when a player meets the conditions associated with their government type, and the nation with the most development points wins.
