Players develop an island city on Lake Texcoco by carving it into districts, building structures, and digging canals. Districts are created by surrounding land with water and marking the enclosed area; the founder immediately scores. Canals and the lake provide fast travel between bridges, and players spend action points to build bridges and place buildings of varying sizes. Scoring occurs in phases: an initial round scores only newly formed districts, while a final round scores all land areas based on player dominance (multiple places earn points in larger games). The player with the highest total wins.
