Players draft cards and bid to plan and develop a city across five rounds. Each round players draft up to seven cards, then use cards in bidding to determine action strength and turn order; the highest bidder gains a bonus. Available actions include advancing on the press track to set order and tie-breakers, collecting money, taking characters with special abilities or endgame scoring, acquiring building plans (skyscrapers), increasing borough values, and placing skyscrapers in the borough visited by the mayor. Borough values are randomized and only five of six boroughs are visited each game, with majority control in a borough scoring full value and second place scoring half. Additional points come from characters and a bonus for building in every borough; highest total score wins.

I like Rialto. I like the innovations this brings to the game for the most part. I'm not sure yet how I feel about the random assortment of building tiles. In Rialto, the building tiles were the same every game, which had a balance to it that I liked. Here, it's possible for one player to get a building that's stronger than the others in the display. I'm not sure if it's a problem or not, more plays needed.
