Wealthy moguls manipulate a presidential election for personal gain by building a solid block of voters from one political party. Players place voter cards into regional maps, using undecided voters as wild cards, and race to meet the required majority. RAT cards provide powerful advantages but require players to draw face-down Scandal cards. These scandals remain dormant until another player uses a DIG card to reveal one and enforce its punishment, creating a choice between corruption and caution.
