In 1989, a powerful Colombian drug lord wages war against the government, police, and army while seeking to become president. One player controls his empire, while the other players cooperate as DEA agents and incorruptible local officers. The law forces search Medellín, recovering control of its comunas and working to surround and capture their target. They must act before he gains enough influence to win the election and become untouchable.
