City Council

As city council members, develop a newly founded city while pursuing personal political goals. Build its infrastructure, control pollution, combat crime, create jobs, and maintain a balanced budget; if the city fails, the government takes over and everyone loses. Political interest groups offer support in exchange for favors, and players use these alliances to gain victory points and influence. The most popular council member becomes Mayor when the city flourishes.
