Players act as political mapmakers, redrawing districts to help their party win elections. Each player places four district borders per turn; when a district closes, the party with the most voters inside claims it. The board is gradually divided into districts, and the party with the most districts wins. If tied, the party with the most swing counties prevails. Players can crack and pack voters by creating strategically shaped districts across counties.
