Players take the roles of rival crime bosses managing a portfolio of illicit businesses and a crew of quirky worker types. Each round players play business and special cards that usually require two workers to activate; missing workers can be hired from other players through negotiated payments or deals. Special cards let players steal, eliminate a worker, bribe police, trigger immediate payouts or other effects; some are instant, others only playable on the active turn. At round end two news cards reveal city-wide events that alter businesses or send workers to jail. Players collect income, settle mandatory agreements, draw back to seven cards, and the player with the most money when the game ends wins.
