Players maneuver armies, corps, and naval squadrons while managing mobilization, combat, diplomacy, national resources, and limited manpower. Seven historical scenarios and one hypothetical scenario are included, along with a campaign linking them into a 72-turn game, with each turn representing one month. Players must balance financial resources and fixed mobilization pools, as exhausting either can prevent further recruitment or lead to elimination.
