This sourcebook presents thirteen fully detailed second-edition super-villains for superhero campaigns, ranging from street-level threats to world-shaking menaces. The villains include occult figures, mad scientists, extra-dimensional beings, and threats from the far reaches of space and time, with adventure hooks and campaign-use suggestions.
