Cargo Noir

Travel between ports in a 1950s noir setting to bid on illicit goods. Place offers at locations around the world, raising the bid when another family challenges control of a port or withdrawing to seek cargo elsewhere. The last bidder standing claims the goods. Trade collected cargo for additional ships, which open access to more ports, or exchange it for Victory Spoils and other advantages. Goods become more valuable when combined, and the family with the most Spoils at the end wins.
