Bluff and deception as insurgents or counterinsurgents in Afghanistan circa 2009. Players alternate activating groups of units to conduct tactical operations, establish influence and control, build infrastructure, recruit or train troops, and disrupt the opposing side. Missions consume scarce Task Points and are resolved by secretly played Chance Chits, with outcomes shaped by units, assets, and the current board state. Each side pursues secret objectives that may change during the game, while the Government and Insurgent forces use distinct approaches to the campaign.
