Themes and mechanics include global expansion, resource production, political tactics, economy management, military action, dice control, strategic planning, and achievement completion. Players produce resources, move leaders and armies, recruit civilians, and spend resources to perform actions. After three Acts, the player with the most Victory Points wins.
