Players lead rival survivor factions in the ruinous aftermath of a nuclear and biological apocalypse. They recruit and equip party members, explore a sandbox-style wasteland map that spans former North American territories, and scavenge resources while confronting story-driven events and threats. Factions build and manage settlements, develop infrastructure and defenses, and pursue faction agendas through diplomacy, trade, and conflict.
