Fleet Commander: Pirates

Players take the role of charismatic rogue commanders assembling irregular fleets from captured and improvised warships. Each player builds a customized squadron following commander-specific rules and deploys ships with novel abilities such as stealth. Gameplay focuses on tactical ship placement, maneuvering, and combat resolution as fleets contest control against established powers. The mini-expansion adds distinct commander options, fleet-building constraints, and new mechanics that alter exploration and engagement dynamics.
