Players portray Talents fighting for the Allied or Axis powers, struggling to control powers they barely understand amid a detailed 1936–1946 timeline. The rules include more than forty powers, character creation tools, dossiers for Allied and Axis Talents, and a field manual covering over 200 weapons and vehicles. A dice-pool system resolves initiative, success, damage, and hit location in a single combat roll, with options for realistic, cinematic, or four-color play.
