Hostage Negotiator: Abductor Pack 2

This 15-card expansion adds two abductors who operate together, representing twin criminals holding hostages in a Port Authority office after a smuggling bust. Players resolve negotiation encounters against both abductors, contend with their specific demands, and manage heightened tension from additional Terror cards. A new “Decide” card type forces the negotiator to choose between competing options during critical moments, changing risk and consequence calculations. The pack integrates with the base game and modifies play by introducing dual-opponent dynamics and situational decision points.
