Lords of Waterdeep: Rapid Expansion Promo Card

Adds a new Harbor location to the city map where players can spend resources for construction. The card represents a special utility action available at the harbor. When used, a player pays five gold, then inspects the top five building tiles from the building stack. One of those buildings is placed into play under that player’s control at no cost, and the remaining tiles are returned to the bottom of the stack.
