Moral Conflict 1939

Players lead nations through a five-dimensional conflict spanning military war, economic development, diplomacy, technology, and moral choices. Armies, aircraft, fleets, and convoys contest territories and sea zones, while production, oil, and gold support expansion and generate victory points. Players negotiate for allies, develop military and industrial technologies, and manage their position on a Moral Status path, which affects available actions and restrictions. Nations begin in different alliances, and cooperation within an alliance is important to victory. Six-sided dice add uncertainty, while the victory-point target can be adjusted to shorten or lengthen play. Both an individual winner and a winning alliance are assessed.
