Moscow '41: Soviet Aviation and Strategic Tools

Adds the struggle between Soviet and German air forces during the battle for Moscow. The expansion introduces Soviet air capability and updates air operations with a Defender Air Reaction Segment, air-to-air combat, and revised anti-air rules. Air Units can perform both air-to-air attacks and airstrikes, while Soviet Air HQ follow the same logistical rules as their German counterparts. It also replaces the former Stuka terminology with German Elite Air Units and updates the rules for Air HQ, Air Units, and Air Combat.
