An expansion adds nine new countries, extra population cards, five additional warhead cards, and a bumper-sticker component to the base game. Each country grants a unique special ability—examples include halving propaganda effects, immunity to bomber and cannon attacks, recycling dud warheads into usable cards, reduced population loss from warheads, legal actions that skip opponents' turns and extract population, swapping or copying other players' powers, reclaiming missiles or warheads when attacks fail, and overloading missiles at increased malfunction risk. Players integrate these new nations and cards into ongoing games to vary strategy and interactions; one version of the pack substitutes newer-style population cards used in later expansions.
