Players allocate corps and fleets, contest key regions, play battle cards, and resolve combat with dice to inflict casualties and test maneuvers. Strategic choices hinge on leadership, central position, sea power, and shifting diplomacy as minor states are courted or remain neutral. Games play in an evening and emphasize tense decision-making under changing threats and chance.
