Tipping Point

Build and expand a city while growing, sustaining, and protecting its population. Draw citizen cards with special abilities and purchase development cards such as oil wells, hospitals, and power plants. City growth produces carbon dioxide, increasing the frequency of extreme weather disasters. Players must balance development, resource management, repairs, and protection as they work toward a population of at least 10 citizens. A semi-cooperative mode allows players to share a group victory.
