A sourcebook for superhuman adventures featuring more than 80 distinct villains, along with heroes, anti-heroes, and eight secret organizations. Characters include homicidal maniacs, world conquerors, mutants, aliens, cyborgs, robots, wizards, and supernatural monsters, each with an origin, history, personality, powers, and point of view. The book also provides adventure scenarios and ideas, rules for creating super organizations, government S.C.R.E.T. teams, new robots, weapons, equipment, and other devices. The revised edition adds the Jury, a secret organization that polices superheroes who have gone bad, and supports play across several Palladium settings.
