Volton

This book collects four early superhero stories illustrated by Joe Kubert, following a lone hero who confronts criminal forces with electrical and other energy-based powers. It also includes an OGL Modern/d20 Modern Superpowers supplement with four feats and an energy talent tree for creating characters who channel electricity and related abilities.
