Players command individually rated ships and admirals across connected maps that show shoals and shallows, resolving combat and maneuver at a 100‑meter-per‑hex scale. Battles use an activation-based command system driven by admiral ratings; ships fire historically modeled armament including the period introduction of explosive shells. Scenarios include thirteen preset engagements, solitaire play, and rules to design custom battles or mix fleets with other volumes in the series.
