Guide the growth of a city by drawing buildings on a shared map at locations determined by dice rolls. When a roll points to already claimed land, add details to existing buildings for higher scores while changing the skyline for everyone. Manage a budget to adjust dice results and pay for major landmarks. Each chapter presents a different stage of urban development, from rural village to capital city, with scoring based on adjacency, sets, groups, and other building arrangements.
