This Spycraft supplement provides 17 complete villains, including scoundrels, masterminds, and murderers designed to challenge intelligence operatives of any level. Each includes agent and Game Control briefings, campaign and season hooks, and game statistics. It also introduces the Terrorist class, new feats, threat resources, villain agendas, and rules for reputation and notoriety. Additional rules cover crowds and innocent bystanders, adding complications to operations.
