Urban Panic

Players develop their own cities with the help of an architect, mayor, planner, engineer, and spy. They select building tiles from the central board, refresh the available tiles, place buildings on their city boards, and rearrange existing tiles. Each building affects population, workplaces, ecology, income, or resident satisfaction. Tiles must remain connected to the city center, while players balance expansion with employment and the needs of their residents.
