It explains the core rules and concepts needed to create and play balanced, flavorful psionic characters, while also helping Game Masters introduce psionics into a campaign. The book focuses on the foundational system rather than providing a complete treatment of psionics. Expanded options such as psionic races, additional prestige classes and feats, item creation rules, monsters, organizations, campaign guidance, and example NPCs are reserved for a separate supplement.
