Breaker
A Power Level 12 villain and prison escapee, this character uses mastery over electricity to establish control in Beacon City’s roughest districts. His charged body and intimidating presence make him a dangerous opponent, particularly for heroes who rely on melee attacks. He can be added to the Beacon City setting or adapted for other campaigns as a confrontational criminal who pursues grudges against those who defeat him.
