More than 450 buildings, locations, and residents are described, supported by maps, tables, illustrations, and simple system-neutral rules for characterizing and determining the behavior of non-player characters. Five scenarios provide urban adventures involving sailors, merchants, wizards, smugglers, thieves, and other figures of the city.
