Eminent Domain: Elusive/Exclusive Victory Promo

A double-sided promo technology card featuring two unusual victory conditions. Elusive Victory costs 12 Research and requires Utopian and Prestige planets; once researched, it immediately wins the game. Exclusive Victory costs 5 Research, requires no planets, and gives its owner the win whenever the game ends in a tie, even if they are not among the tied players.
