Federation & Empire: Fighter Operations

Adds rules and ship counters that let carrier groups be broken down into individual ships and reformed into new carrier groups to suit fleet composition and mission needs. Includes new unit types and rules such as Federation A20 fighters, Federation SWAC shuttles, and Klingon SWARMS, updating and consolidating earlier carrier-level material into the primary game system.
