A one-round Living Greyhawk Core adventure set in the Free City of Greyhawk, where the Directing Oligarchy is collapsing and the constabulary struggles to maintain order. Player characters become involved in the escalating rivalry between the Lord Mayor and the High Priest of St. Cuthbert, with the city’s future at stake. Designed for characters of levels 1–15, it is the fourth and final intrigue in the “Honor Among Thieves” series.
