High Population World
A collection of 17 minimalist adventure hooks for a densely populated world inhabited by billions or tens of billions of people. Each launch point presents a location, incident, or mystery while leaving the setting and background open for use in an existing campaign. Prompts and questions help the Referee expand each idea, from sealed residential sectors and missing inhabitants to other conflicts shaped by life on a crowded world.
